This article shows how Volition, enabled by a global network, nurtured the promotion of another (foreign) local form, New Zealand's Pacific soul/rap scene (centred on South Otara), when New Zealand companies showed a similar reluctance to diversify their musical policies. However, as it goes on to outline, the Pacific and North American influences on this scene have produced a complex cultural-political outcome.
